Narrative:
Departed 2w5 (indian head airport) on 090 degree heading for chops international which is the exit/entry point for the ADIZ. Controller reported radar contact and I continued the climb and entered class B airspace without a clearance. 2w5 is below the class B floor and had I stayed at 2500 ft, I would have been clear of class B airspace. Controller called me and advised that he had not cleared me to enter the class B. He then advised me that I was now cleared through class B. Problem was I failed to realize that the ADIZ flight plan only gets you out of the ADIZ (or into the ADIZ). A separate clearance is needed to enter the class B. Flying a DVFR on difr flight plan is new to GA pilots in this area. Stories of interception by the customs department blackhawk helicopters add to the state of anxiety in dealing with the new procedures.
Original NASA ASRS Text
Title: AIRSPACE INCURSION WHEN A C172 PLT ENTERS THE DCA CLASS B AIRSPACE AT 4500 FT 10 NM SE OF THE OTT VOR, MD.
Narrative: DEPARTED 2W5 (INDIAN HEAD ARPT) ON 090 DEG HDG FOR CHOPS INTL WHICH IS THE EXIT/ENTRY POINT FOR THE ADIZ. CTLR RPTED RADAR CONTACT AND I CONTINUED THE CLB AND ENTERED CLASS B AIRSPACE WITHOUT A CLRNC. 2W5 IS BELOW THE CLASS B FLOOR AND HAD I STAYED AT 2500 FT, I WOULD HAVE BEEN CLR OF CLASS B AIRSPACE. CTLR CALLED ME AND ADVISED THAT HE HAD NOT CLRED ME TO ENTER THE CLASS B. HE THEN ADVISED ME THAT I WAS NOW CLRED THROUGH CLASS B. PROB WAS I FAILED TO REALIZE THAT THE ADIZ FLT PLAN ONLY GETS YOU OUT OF THE ADIZ (OR INTO THE ADIZ). A SEPARATE CLRNC IS NEEDED TO ENTER THE CLASS B. FLYING A DVFR ON DIFR FLT PLAN IS NEW TO GA PLTS IN THIS AREA. STORIES OF INTERCEPTION BY THE CUSTOMS DEPT BLACKHAWK HELIS ADD TO THE STATE OF ANXIETY IN DEALING WITH THE NEW PROCS.
