Narrative:

Please see notices to airman dated apr/thu/03 to may/thur/03, page 5-TFR-5-6-7 and note how hard it is to read because pages are not clear. I was an airline pilot for 35 yrs and never had to deal with information published that was so hard to read, especially page 5-TFR-5. I did have a briefing from an FSS specialist and I asked about camp david restr airspace but knew nothing about the ADIZ west of iad and no information from the FSS specialist was made available to me along my route of flight. Approximately XA40 local, another commercial pilot and I departed rzz (halifax) en route to hag. I was PIC and no flight plan was filed. I had planned the flight at approximately 1500-2000 ft so we would be under any class B airspace west of iad airport. I had a current briefing from rdu flight service station regarding en route WX and airspace restrs such the airspace surrounding camp david. I also had a current washington sectional and a current copy of notices to airmen dated apr/thu/03. En route, I decided to land at mrb. After an uneventful landing at mrb, at approximately XF00 local, I was told by the ground controller to call after I parked the aircraft. I was told I had entered the ADIZ zone west of iad. I was very surprised, because I was using all available tools published by the government and nothing indicated I would be entering the washington ADIZ on my route of flight. The following is a brief description of the flight as it proceeded from rzz to the destination airport. The flight was uneventful south of the dulles area. As we approached the class B airspace of iad, the WX appeared to be deteriorating west to northwest of my flight. I listened to leesburg executive. ATIS, called the tower at executive, and asked them about the restr to land at their airport, which was on their ATIS. I was told I must be on a VFR flight plan to land at leesburg executive. I told the tower I was going to proceed to mrb. I received the mrb ATIS and turned direct to mrb airport. At this point, I was approximately 22 mi from the airport at mrb. I called mrb approximately 20 mi east and climbed to 2500 ft to clear the ridges. I entered a l-hand traffic pattern for runway 17, taxied to FBO and secured the aircraft. In closing, I would like to say I was quite disturbed by the news I had entered the washington ADIZ. This area was not depicted on my washington sectional, the FSS specialist gave no NOTAM information about this area to me, even after I inquired about the restr area around camp david. When I called FSS at mrb and pit the next day, a recording stated different information pertaining to different restr areas in the washington dc area. Had this information been on the recording when I called rdu flight service at halifax airport, as it was at mrb and pit area FSS, it could have proven to be extremely helpful, especially since the FSS personnel at rdu did not volunteer any NOTAM information for the washington dc area, along my route of flight. Please see 5-TFR-5 of the notices to airmen dated apr/thu/03. 5-FFR-5-6. The 3 diagrams on these pages are totally unreadable and are no help in avoiding the ADIZ that ATC told me I had inadvertently flown into.

I DID HAVE A BRIEFING FROM AN FSS SPECIALIST AND I ASKED ABOUT CAMP DAVID RESTR AIRSPACE BUT KNEW NOTHING ABOUT THE ADIZ W OF IAD AND NO INFO FROM THE FSS SPECIALIST WAS MADE AVAILABLE TO ME ALONG MY RTE OF FLT. APPROX XA40 LCL, ANOTHER COMMERCIAL PLT AND I DEPARTED RZZ (HALIFAX) ENRTE TO HAG. I WAS PIC AND NO FLT PLAN WAS FILED. AFTER AN UNEVENTFUL LNDG AT MRB, AT APPROX XF00 LCL, I WAS TOLD BY THE GND CTLR TO CALL AFTER I PARKED THE ACFT. I WAS TOLD I HAD ENTERED THE ADIZ ZONE W OF IAD. I WAS VERY SURPRISED, BECAUSE I WAS USING ALL AVAILABLE TOOLS PUBLISHED BY THE GOV AND NOTHING INDICATED I WOULD BE ENTERING THE WASHINGTON ADIZ ON MY RTE OF FLT. THE FOLLOWING IS A BRIEF DESCRIPTION OF THE FLT AS IT PROCEEDED FROM RZZ TO THE DEST ARPT. THE FLT WAS UNEVENTFUL S OF THE DULLES AREA. WHEN I CALLED FSS AT MRB AND PIT THE NEXT DAY, A RECORDING STATED DIFFERENT INFO PERTAINING TO DIFFERENT RESTR AREAS IN THE WASHINGTON DC AREA. HAD THIS INFO BEEN ON THE RECORDING WHEN I CALLED RDU FLT SVC AT HALIFAX ARPT, AS IT WAS AT MRB AND PIT AREA FSS, IT COULD HAVE PROVEN TO BE EXTREMELY HELPFUL, ESPECIALLY SINCE THE FSS PERSONNEL AT RDU DID NOT VOLUNTEER ANY NOTAM INFO FOR THE WASHINGTON DC AREA, ALONG MY RTE OF FLT. PLEASE SEE 5-TFR-5 OF THE NOTICES TO AIRMEN DATED APR/THU/03. 5-FFR-5-6. THE 3 DIAGRAMS ON THESE PAGES ARE TOTALLY UNREADABLE AND ARE NO HELP IN AVOIDING THE ADIZ THAT ATC TOLD ME I HAD INADVERTENTLY FLOWN INTO.
