Narrative:
After 'cleared for a visual approach, maintain 2000 ft until 6 mi from oak.' I was flying the airplane, and after passing 6 mi from runway, began descent out of 2000 ft to intercept ILS GS. TCASII RA occurred shortly after this due to traffic departing hayward airport. After experiencing the RA, I now believe that I was supposed to maintain 2000 ft until 6 DME from oak VOR. Due to phraseology used, I was unclr on this beforehand, and I'm still not sure which is correct. 2000 ft until 6 DME from oak VOR would be difficult to do, and still be stabilized for the approach at 1000 ft AGL, which is required by company operations manual.
