Narrative:

Center cleared our flight via rages to indra to hold as published at 6000 ft. We started our first turn in the hold and center cleared us for the localizer DME runway 19. First officer was flying the approach and started inbound. We contacted FSS at indra with our position. We heard an aircraft check in 10 mi northeast. FSS advised him we were on the approach to runway 19. Crossing jubal descending out of approximately 1400 ft and just breaking out of the clouds I see this cessna passing left to right just below us. We were approximately 150-200 ft above him at best. We stopped our descent until he was clear, which took only a few seconds and continued our approach and landing. After landing I called FSS on the phone and he told me the aircraft was on its way to shannons pond.
