Narrative:
During pushback, the right hydraulic high temperature light illuminated. Procedure eliminated light after auxiliary pump was turned off. Maintenance indicated that it was probably a pump, but that they had none in ZZZ. The fix was to blow conditioned air over the right gear well in an attempt to keep the light out long enough for takeoff. When questioned about the procedure, he stated that it was only a signoff to get the aircraft out of ZZZ. A call to maintenance controller confirmed the unapproved procedure, and he stated that they, ZZZ, were told to fix the aircraft and not attempt the cooling procedure. Dispatch also agreed that the aircraft should be fixed properly, and both maintenance control and dispatch agreed that the aircraft should not leave ZZZ until fixed. I refused the aircraft due to its repeat history of temperature problems and concurrence with maintenance controller and the dispatcher.

Title: A MD80 WAS REMOVED FROM SVC DUE TO CHRONIC R HYD TEMP PROBS.
Narrative: DURING PUSHBACK, THE R HYD HIGH TEMP LIGHT ILLUMINATED. PROC ELIMINATED LIGHT AFTER AUX PUMP WAS TURNED OFF. MAINT INDICATED THAT IT WAS PROBABLY A PUMP, BUT THAT THEY HAD NONE IN ZZZ. THE FIX WAS TO BLOW CONDITIONED AIR OVER THE R GEAR WELL IN AN ATTEMPT TO KEEP THE LIGHT OUT LONG ENOUGH FOR TKOF. WHEN QUESTIONED ABOUT THE PROC, HE STATED THAT IT WAS ONLY A SIGNOFF TO GET THE ACFT OUT OF ZZZ. A CALL TO MAINT CTLR CONFIRMED THE UNAPPROVED PROC, AND HE STATED THAT THEY, ZZZ, WERE TOLD TO FIX THE ACFT AND NOT ATTEMPT THE COOLING PROC. DISPATCH ALSO AGREED THAT THE ACFT SHOULD BE FIXED PROPERLY, AND BOTH MAINT CTL AND DISPATCH AGREED THAT THE ACFT SHOULD NOT LEAVE ZZZ UNTIL FIXED. I REFUSED THE ACFT DUE TO ITS REPEAT HISTORY OF TEMP PROBS AND CONCURRENCE WITH MAINT CTLR AND THE DISPATCHER.
