Narrative:
Aircraft was in gate 10 mins prior to departure time. Circular area noted on aft tail cone by baggage personnel. Inspected damaged area on non structural fiberglass center area of tailcone. Cracked out area depressed in center approximately 1/8 inch. I determined repair work not required at this time. Speed taped over crack. In my experience, I thought this was a satisfactory interim repair. I failed to use reference material, structural repair manual, as I felt this was not an airworthy item caused by time considerations -- aircraft use.

Title: A B737-400 WAS DISPATCHED IN NON COMPLIANCE WITH AFT TAIL CONE FIBERGLASS MINOR DAMAGE, AND WAS DEFERRED WITH NO STRUCTURAL REPAIR MANUAL REF OR ENGINEERING AUTH.
Narrative: ACFT WAS IN GATE 10 MINS PRIOR TO DEP TIME. CIRCULAR AREA NOTED ON AFT TAIL CONE BY BAGGAGE PERSONNEL. INSPECTED DAMAGED AREA ON NON STRUCTURAL FIBERGLASS CTR AREA OF TAILCONE. CRACKED OUT AREA DEPRESSED IN CTR APPROX 1/8 INCH. I DETERMINED REPAIR WORK NOT REQUIRED AT THIS TIME. SPD TAPED OVER CRACK. IN MY EXPERIENCE, I THOUGHT THIS WAS A SATISFACTORY INTERIM REPAIR. I FAILED TO USE REF MATERIAL, STRUCTURAL REPAIR MANUAL, AS I FELT THIS WAS NOT AN AIRWORTHY ITEM CAUSED BY TIME CONSIDERATIONS -- ACFT USE.
