Narrative:
I was instructed to apply a heat lamp to the aft galley floor ballmat to cure exterior aircraft paint that was applied to the ballmat. After 30-45 mins of heat application, the paint was still very wet and tacky. Aircraft was due at the gate. The approximately size of the wet paint was an area of 3 ft by 4 ft. Conferenced with supervisor over the wet paint and what we should do. It was then decided to apply mylar tape over the affected area. Then a safety concern of slipping was discussed. We applied a non-skid tape over the mylar tape to correct the slippage concerns. Then aircraft went to gate to make its revenue flight. We were then told by supervisory personnel the paperwork for the aircraft was all taken care of. After aircraft departed, we were informed of the lack of technical authority/authorized, due to the mylar/non skid tape application by the aircraft inspector on duty.

Title: A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH INTERIM REPAIRS TO THE FORWARD AND AFT GALLEY FLOOR BALLMATS. REPAIRS MADE WITHOUT ENGINEERING AUTH.
Narrative: I WAS INSTRUCTED TO APPLY A HEAT LAMP TO THE AFT GALLEY FLOOR BALLMAT TO CURE EXTERIOR ACFT PAINT THAT WAS APPLIED TO THE BALLMAT. AFTER 30-45 MINS OF HEAT APPLICATION, THE PAINT WAS STILL VERY WET AND TACKY. ACFT WAS DUE AT THE GATE. THE APPROX SIZE OF THE WET PAINT WAS AN AREA OF 3 FT BY 4 FT. CONFERENCED WITH SUPVR OVER THE WET PAINT AND WHAT WE SHOULD DO. IT WAS THEN DECIDED TO APPLY MYLAR TAPE OVER THE AFFECTED AREA. THEN A SAFETY CONCERN OF SLIPPING WAS DISCUSSED. WE APPLIED A NON-SKID TAPE OVER THE MYLAR TAPE TO CORRECT THE SLIPPAGE CONCERNS. THEN ACFT WENT TO GATE TO MAKE ITS REVENUE FLT. WE WERE THEN TOLD BY SUPERVISORY PERSONNEL THE PAPERWORK FOR THE ACFT WAS ALL TAKEN CARE OF. AFTER ACFT DEPARTED, WE WERE INFORMED OF THE LACK OF TECHNICAL AUTH, DUE TO THE MYLAR/NON SKID TAPE APPLICATION BY THE ACFT INSPECTOR ON DUTY.
