Narrative:
Requested 25 mi east of course for WX on A300. New york cleared us 20 mi east. Once 20 mi east of course it became obvious that we needed 35 mi east to clear WX. ATC would not clear us beyond 20 mi east of course. Declared emergency at XA29Z. ZNY called and cleared us to FL310. Back on course by pulls at XA44Z. Ended emergency at XA44Z.
