Narrative:
When landing gear was lowered during visual approach to phx, no gear down indications were displayed, nor were there gear unsafe indications. A go around was initiated at 2000 ft. A light test was conducted and all gear lights found inoperative. Delay vectors were requested and maintenance contacted. Circuit breaker 'sect 5' found open. Emergency authority/authorized was exercised after discussion with maintenance and circuit breaker was closed. Light system was restored and all system checked normal. Resetting an open circuit breaker is a violation of the flight manual.

Title: ACR CREW HAD NO LNDG GEAR INDICATION AFTER LOWERING THE LNDG GEAR.
Narrative: WHEN LNDG GEAR WAS LOWERED DURING VISUAL APCH TO PHX, NO GEAR DOWN INDICATIONS WERE DISPLAYED, NOR WERE THERE GEAR UNSAFE INDICATIONS. A GAR WAS INITIATED AT 2000 FT. A LIGHT TEST WAS CONDUCTED AND ALL GEAR LIGHTS FOUND INOP. DELAY VECTORS WERE REQUESTED AND MAINT CONTACTED. CIRCUIT BREAKER 'SECT 5' FOUND OPEN.
