Narrative:
Aircraft #2 was on the HOOVR1 departure off las. Aircraft #1 was direct to bld after deviating for WX. Aircraft #2 was on the HOOVR1 departure, because the aircraft was '/I' equipment. Approximately 15% of the las departures fly the 2 hour 1 classic departure. 85% fly the RNAV WYLDD2 departure. The HOOVR1 departure takes the aircraft over pgs after wyldd intersection, on the WYLDD2 departure. The aircraft continued eastbound to mosbi intersection, 15 mi north of pgs. At the time of the incident, aircraft #1 was on a course of pgs, direct bld at FL280. Aircraft #2 was climbing to FL290, because I was not aware that the aircraft was going to turn to pgs. Aircraft #2 asked about traffic 3 mi away, and that is when I turned the aircraft 30 degrees left. Conflict alert was not activated until after the turn was issued. By the time aircraft #2 asked about the traffic, it was too late to attain the required separation.

Narrative: ACFT #2 WAS ON THE HOOVR1 DEP OFF LAS. ACFT #1 WAS DIRECT TO BLD AFTER DEVIATING FOR WX. ACFT #2 WAS ON THE HOOVR1 DEP, BECAUSE THE ACFT WAS '/I' EQUIP. APPROX 15% OF THE LAS DEPS FLY THE 2 HR 1 CLASSIC DEP. 85% FLY THE RNAV WYLDD2 DEP. THE HOOVR1 DEP TAKES THE ACFT OVER PGS AFTER WYLDD INTXN, ON THE WYLDD2 DEP. THE ACFT CONTINUED EBOUND TO MOSBI INTXN, 15 MI N OF PGS. AT THE TIME OF THE INCIDENT, ACFT #1 WAS ON A COURSE OF PGS, DIRECT BLD AT FL280. ACFT #2 WAS CLBING TO FL290, BECAUSE I WAS NOT AWARE THAT THE ACFT WAS GOING TO TURN TO PGS. ACFT #2 ASKED ABOUT TFC 3 MI AWAY, AND THAT IS WHEN I TURNED THE ACFT 30 DEGS L. CONFLICT ALERT WAS NOT ACTIVATED UNTIL AFTER THE TURN WAS ISSUED. BY THE TIME ACFT #2 ASKED ABOUT THE TFC, IT WAS TOO LATE TO ATTAIN THE REQUIRED SEPARATION.
