Location: about 10 mi southeast phl approach. On approach vectors, we selected flaps 1 degree. Trailing edge flaps stopped 1/2 way between 0 and 1. Performed checklist items and declared an emergency. Landed with trailing edge flaps 0 and leading edge flaps full.
