Narrative:
Aircraft X was nebound stopped at 4000 ft radar vectors 030 degrees. Aircraft Y was wbound 10000 ft. I coordinated a higher altitude for aircraft X with the controller working aircraft Y, he said 15000 ft. I told him aircraft Y and aircraft X were in confliction and that I would leave aircraft X at 4000 ft radar vectors 030 degrees, his control for higher. The controller climbed aircraft X up to 15000 ft and descended aircraft Y to 5000 ft going through a non radar area, resulting in conflict.

Narrative: ACFT X WAS NEBOUND STOPPED AT 4000 FT RADAR VECTORS 030 DEGS. ACFT Y WAS WBOUND 10000 FT. I COORDINATED A HIGHER ALT FOR ACFT X WITH THE CTLR WORKING ACFT Y, HE SAID 15000 FT.
