Narrative:
Automated interfacility xfer of control failed between new york and santa maria ctrs for non radar oceanic traffic. Numerous flts were not accepted in a timely manner as per standard operating practice. Many were descended into WX and were denied requests for change of flight level due to moderate to severe turbulence. Some flts were descended 6000 ft or more, causing concerns over fuel. Controller from new york suspended automated data xfer for safety reasons. There is no formal LOA in effect for automated xfer. This has been noted in a ucr.

Title: ZNY CTLR EXPRESSED FRUSTRATION REGARDING FAILED INTERFAC COORD EQUIP.
Narrative: AUTOMATED INTERFAC XFER OF CTL FAILED BTWN NEW YORK AND SANTA MARIA CTRS FOR NON RADAR OCEANIC TFC. NUMEROUS FLTS WERE NOT ACCEPTED IN A TIMELY MANNER AS PER STANDARD OPERATING PRACTICE. MANY WERE DSNDED INTO WX AND WERE DENIED REQUESTS FOR CHANGE OF FLT LEVEL DUE TO MODERATE TO SEVERE TURB. SOME FLTS WERE DSNDED 6000 FT OR MORE, CAUSING CONCERNS OVER FUEL.
