Narrative:
Due to a stabilizer trim malfunction in-flight, we declared an emergency 40 mins out of dfw requesting the longer runway 35L, plus crash fire rescue equipment. Cleared for visual approach and set up for a flaps 20 degrees landing with a higher vref speed of 149 KTS. While concentrating on our checklists and increased workload, I noticed tower had cleared a waiting aircraft to cross our runway at taxiway el only 5000 ft down runway 35L. At 200 ft AGL the MD80 had just cleared runway 35L after being contacted to expedite. Seeing this, I asked 'tower, are you crossing traffic on us?' tower replied 'you have not touched down yet and they are clear of the runway.' we feel the tower's actions were unprofessional, not necessary, and most importantly jeopardized our emergency landing procedure for no reason whatsoever. Given our flight control malfunction, there was no guarantee of a safe landing or our ability to execute a safe missed approach. I find this to be extremely poor judgement in light of our goals to reduce runway incursions.

Title: CRJ-200 IS CONCERNED WITH ATC RWY XING JUST PRIOR TO EMER LNDG.
Narrative: DUE TO A STABILIZER TRIM MALFUNCTION INFLT, WE DECLARED AN EMER 40 MINS OUT OF DFW REQUESTING THE LONGER RWY 35L, PLUS CFR. WE FEEL THE TWR'S ACTIONS WERE UNPROFESSIONAL, NOT NECESSARY, AND MOST IMPORTANTLY JEOPARDIZED OUR EMER LNDG PROC FOR NO REASON WHATSOEVER. GIVEN OUR FLT CTL MALFUNCTION, THERE WAS NO GUARANTEE OF A SAFE LNDG OR OUR ABILITY TO EXECUTE A SAFE MISSED APCH. I FIND THIS TO BE EXTREMELY POOR JUDGEMENT IN LIGHT OF OUR GOALS TO REDUCE RWY INCURSIONS.
