Narrative:

MD88 departed abe on runway 24 after DHC8 had departed runway 31. Level at 3000 ft, MD88 was asked if they had a visual on DH8 at 4000 ft. Both aircraft were then on 240 degree heading. MD88 crew replied they did and were told to maintain visual separation and climb to 8000 ft. MD88 commenced to climb, then controller turned DHC8 to a heading of south, TCASII gave TA/RA. Crew still had DHC8 visually as it passed 1 1/2 mi to the rear of MD88. MD88 was not expecting controller to turn DHC8 after giving MD80 clearance to climb.
