Narrative:
I departed in the morning from san diego palomar airport on an IFR flight to calexico, ca. I was in the clouds from around 1500 ft to 7000 ft MSL. I canceled IFR, and climbed to 9500 ft on a VFR flight. Calexico was very windy, with winds favoring runway 26 at 16 KTS. I started experiencing engine roughness 10 mi out of the airport. I used carburetor heat, but I did not feel any correction in the roughness. I made the choice to land on runway 8 with 9 KT tailwind because the engine was quitting on me. The wind condition made me have a long landing. I was aware that the runway ended on a cliff with the possibility of an exit to the side. The plane was slow enough to take that exit. No damage was caused to me or the aircraft. Only the inner tube had a small opening which caused a flat tire. I felt that I had an emergency, and I made the choice to land on that runway. I was flying alone. I was flying on a C182A.

Title: A C182 PLT EXPERIENCED ENG PROBS AND EXERCISED EMER AUTH TO LAND WITH A TAILWIND AT CXL.
Narrative: I DEPARTED IN THE MORNING FROM SAN DIEGO PALOMAR ARPT ON AN IFR FLT TO CALEXICO, CA. I WAS IN THE CLOUDS FROM AROUND 1500 FT TO 7000 FT MSL. I CANCELED IFR, AND CLBED TO 9500 FT ON A VFR FLT. CALEXICO WAS VERY WINDY, WITH WINDS FAVORING RWY 26 AT 16 KTS. I STARTED EXPERIENCING ENG ROUGHNESS 10 MI OUT OF THE ARPT. I USED CARBURETOR HEAT, BUT I DID NOT FEEL ANY CORRECTION IN THE ROUGHNESS. I MADE THE CHOICE TO LAND ON RWY 8 WITH 9 KT TAILWIND BECAUSE THE ENG WAS QUITTING ON ME. THE WIND CONDITION MADE ME HAVE A LONG LNDG. I WAS AWARE THAT THE RWY ENDED ON A CLIFF WITH THE POSSIBILITY OF AN EXIT TO THE SIDE. THE PLANE WAS SLOW ENOUGH TO TAKE THAT EXIT.
