Narrative:
ZNY is going to run aircraft together if something isn't done. They make demands that are unreasonable. In this case, I was working numerous phl and mdt arrs that I wouldn't ordinarily be working. I descended aircraft X from FL250 down to 17000 ft because they demanded that I do so. Then they climbed an aircraft to 17000 ft, head-on with aircraft X. The aircraft never should have been climbed above 14000 ft or 15000 ft. The aircraft climbing was aircraft Y, a commuter. Supplemental information from acn 618144: due to lack of communication the aircraft got within close proximity of each other.

Title: ZOB CTLR EXPERIENCED OPERROR AT FL170 DURING MISCOM WITH ZNY CTLR.
Narrative: ZNY IS GOING TO RUN ACFT TOGETHER IF SOMETHING ISN'T DONE. THEY MAKE DEMANDS THAT ARE UNREASONABLE. IN THIS CASE, I WAS WORKING NUMEROUS PHL AND MDT ARRS THAT I WOULDN'T ORDINARILY BE WORKING. I DSNDED ACFT X FROM FL250 DOWN TO 17000 FT BECAUSE THEY DEMANDED THAT I DO SO. THEN THEY CLBED AN ACFT TO 17000 FT, HEAD-ON WITH ACFT X. THE ACFT NEVER SHOULD HAVE BEEN CLBED ABOVE 14000 FT OR 15000 FT. THE ACFT CLBING WAS ACFT Y, A COMMUTER.
