Narrative:
Air carrier X was direct cycg, V90 from grb. Air carrier Y was deviating on a 300 degree heading, no factor at the time. A min later, air carrier Y was heading 030 degrees to 040 degrees into air carrier X. We had 15 aircraft, all deviating.

Title: ZOB CTLR EXPERIENCED OPERROR AT FL320 DURING BUSY TFC AND WX DEVS.
Narrative: ACR X WAS DIRECT CYCG, V90 FROM GRB. ACR Y WAS DEVIATING ON A 300 DEG HDG, NO FACTOR AT THE TIME. A MIN LATER, ACR Y WAS HDG 030 DEGS TO 040 DEGS INTO ACR X. WE HAD 15 ACFT, ALL DEVIATING.
