Narrative:
At 22000 ft during climb out the gust lock caution light illuminated. Followed by a strong electrical burning smell. We completed the appropriate checklists. Declared an emergency and returned to ZZZ with no further incident. Supplemental information from acn 620642: noted gust lock circuit breaker popped and burning electrical smell. Callback conversation with reporter acn 620496 revealed the following information: the reporter stated the burning smell was found to be a solenoid in the gust lock circuit located in the pedestal that was overheated. The reporter said the solenoid performed some sequence function in the ground throttle lock. The reporter stated the burning odor was strong. Callback conversation with reporter acn 620642 revealed the following information: the reporter stated the cause of the burning odor and illumination of the gust lock warning light was not reported by maintenance to the flight crew. The reporter said the gust lock circuit breaker was found tripped. The reporter stated the aircraft operations manual has a procedure to follow for light illumination.

Title: AN E145 ON CLB AT FL220 DECLARED AN EMER AND RETURNED TO LAND DUE TO GUST LOCK CAUTION LIGHT ILLUMINATED AND STRONG ELECTRICAL BURNING SMELL.
Narrative: AT 22000 FT DURING CLBOUT THE GUST LOCK CAUTION LIGHT ILLUMINATED. FOLLOWED BY A STRONG ELECTRICAL BURNING SMELL. WE COMPLETED THE APPROPRIATE CHKLISTS. DECLARED AN EMER AND RETURNED TO ZZZ WITH NO FURTHER INCIDENT. SUPPLEMENTAL INFO FROM ACN 620642: NOTED GUST LOCK CB POPPED AND BURNING ELECTRICAL SMELL. CALLBACK CONVERSATION WITH RPTR ACN 620496 REVEALED THE FOLLOWING INFO: THE RPTR STATED THE BURNING SMELL WAS FOUND TO BE A SOLENOID IN THE GUST LOCK CIRCUIT LOCATED IN THE PEDESTAL THAT WAS OVERHEATED. THE RPTR SAID THE SOLENOID PERFORMED SOME SEQUENCE FUNCTION IN THE GND THROTTLE LOCK. THE RPTR STATED THE BURNING ODOR WAS STRONG. CALLBACK CONVERSATION WITH RPTR ACN 620642 REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CAUSE OF THE BURNING ODOR AND ILLUMINATION OF THE GUST LOCK WARNING LIGHT WAS NOT RPTED BY MAINT TO THE FLT CREW. THE RPTR SAID THE GUST LOCK CB WAS FOUND TRIPPED. THE RPTR STATED THE ACFT OPS MANUAL HAS A PROC TO FOLLOW FOR LIGHT ILLUMINATION.
