Narrative:

Pre departure clearance was issued to us that created confusion as to the departure procedure we were expected to fly. We were cleared via the FISLA1 departure in the first block of the clearance. The next block of the clearance contains the statement 'newark 7 departure except maintain 2500 ft.' this is obviously in conflict with the first black. When we queried ATC as to what we were expected to fly. They advised that we were to fly the fisla 1 except maintain 2500 ft. (We were departing runway 22R and the FISLA1 departure altitude for that direction is 5000 ft, as it is for the newark 7. The confusion is that there are 2 departure procedures listed, both as part of the clearance.

Title: FLT CREW OF B737 RECEIVE PDC FROM EWR CLRNC DELIVERY WHICH CLRS THEM VIA BOTH THE FISLA AND NEWARK SIDS.

Narrative: PDC WAS ISSUED TO US THAT CREATED CONFUSION AS TO THE DEP PROC WE WERE EXPECTED TO FLY. WE WERE CLRED VIA THE FISLA1 DEP IN THE FIRST BLOCK OF THE CLRNC. THE NEXT BLOCK OF THE CLRNC CONTAINS THE STATEMENT 'NEWARK 7 DEP EXCEPT MAINTAIN 2500 FT.' THIS IS OBVIOUSLY IN CONFLICT WITH THE FIRST BLACK. WHEN WE QUERIED ATC AS TO WHAT WE WERE EXPECTED TO FLY. THEY ADVISED THAT WE WERE TO FLY THE FISLA 1 EXCEPT MAINTAIN 2500 FT. (WE WERE DEPARTING RWY 22R AND THE FISLA1 DEP ALT FOR THAT DIRECTION IS 5000 FT, AS IT IS FOR THE NEWARK 7. THE CONFUSION IS THAT THERE ARE 2 DEP PROCS LISTED, BOTH AS PART OF THE CLRNC.
