Narrative:
We were flying VOR 19 VNAV approach, night, poor visibility. This was the first time either of us had been to mggt at night and the first time the captain had been to mggt in 2 yrs. We had a thorough brief of all factors. I had been to mggt the day before and we landed to the south. We planned the VOR 19 VNAV approach. We were at 5500 ft MSL looking for the runway. There were thunderstorms to the right (west) of the approach and airport. Visibility was called 58 KM, but less in flight. There is a building about 1 mi north of the runway with 2 bright lights that appeared to be runway 19 reils. This caused me some confusion at a critical time as I couldn't find the runway. The approach does not come in directly lined up with the runway. After a couple seconds, I was able to see the runway and the captain was able to as well and continued the approach and landing without incident.

Title: A B737 FLT CREW NOTES THAT THERE ARE BRIGHT LIGHTS ON A BUILDING THAT RESEMBLE THE REIL FOR RWY 19 AT MGGT.
Narrative: WE WERE FLYING VOR 19 VNAV APCH, NIGHT, POOR VISIBILITY. THIS WAS THE FIRST TIME EITHER OF US HAD BEEN TO MGGT AT NIGHT AND THE FIRST TIME THE CAPT HAD BEEN TO MGGT IN 2 YRS. THERE WERE TSTMS TO THE R (W) OF THE APCH AND ARPT. VISIBILITY WAS CALLED 58 KM, BUT LESS IN FLT. THERE IS A BUILDING ABOUT 1 MI N OF THE RWY WITH 2 BRIGHT LIGHTS THAT APPEARED TO BE RWY 19 REILS. THIS CAUSED ME SOME CONFUSION AT A CRITICAL TIME AS I COULDN'T FIND THE RWY. THE APCH DOES NOT COME IN DIRECTLY LINED UP WITH THE RWY. AFTER A COUPLE SECONDS, I WAS ABLE TO SEE THE RWY AND THE CAPT WAS ABLE TO AS WELL AND CONTINUED THE APCH AND LNDG WITHOUT INCIDENT.
