Narrative:
Aircraft #1 on SID, which includes 70 degree right turn, was climbing slow from rdu. Aircraft #2 on majic arrival descending. Aircraft #1's right turn at a lower altitude, in conjunction with aircraft #2's late descent clearance due to traffic, created situation. The fix was azell where the turn is the 'fan' point on the SID. After situation noticed, turns would have been ineffective. Stopping climb and descent would have been ineffective. Both aircraft were instructed to increase climb and descent rates. They did. This section of the SID should not go over azell but to the north from rdu. The r-side performed masterfully to alleviate a horrible situation, but not well enough to meet separation standards. The conflict alert did activate, but too late due to the large turn in the SID.
Original NASA ASRS Text
Title: ZTL RADAR ASSOCIATE CTLR RPTED OPERROR WITH CLBING AND DSNDING ACFT AT APPROX FL200.
Narrative: ACFT #1 ON SID, WHICH INCLUDES 70 DEG R TURN, WAS CLBING SLOW FROM RDU. ACFT #2 ON MAJIC ARR DSNDING. ACFT #1'S R TURN AT A LOWER ALT, IN CONJUNCTION WITH ACFT #2'S LATE DSCNT CLRNC DUE TO TFC, CREATED SIT. THE FIX WAS AZELL WHERE THE TURN IS THE 'FAN' POINT ON THE SID. AFTER SIT NOTICED, TURNS WOULD HAVE BEEN INEFFECTIVE. STOPPING CLB AND DSCNT WOULD HAVE BEEN INEFFECTIVE. BOTH ACFT WERE INSTRUCTED TO INCREASE CLB AND DSCNT RATES. THEY DID. THIS SECTION OF THE SID SHOULD NOT GO OVER AZELL BUT TO THE N FROM RDU. THE R-SIDE PERFORMED MASTERFULLY TO ALLEVIATE A HORRIBLE SIT, BUT NOT WELL ENOUGH TO MEET SEPARATION STANDARDS. THE CONFLICT ALERT DID ACTIVATE, BUT TOO LATE DUE TO THE LARGE TURN IN THE SID.
