Title: A B737 PAX NOTICED THAT A PAX SEAT COVERED 1 INCH OF AN EMER EXIT. THE FLT CREW, FAA INSPECTOR, AND FLT ATTENDANT THOUGHT IT WAS OK. MAINT SAID THAT IT WAS NOT.
