Narrative:

CRJ2 was inbound to cak, E145 was in level flight inbound to cle. CRJ2 slowed their airspeed descending to 9000 ft, creating confliction with E145. I attempted to descend the CRJ2 through the E145's altitude, but eventually tried to stop the CRJ2 above the E145 without success. I did not take into account the CRJ2 reducing speed for their descent when issuing descent clearance.
