Narrative:
I was approaching MVA at 17000 ft, and given clearance to rno via the ryann one arrival at 17000 ft. I requested from ZOA direct to yerin intersection, and they granted direct yerin and descend to 14000 ft. I began a gradual descent, and upon reaching 16650 ft ZOA called me back and said that this was not going to work, turn right direct MVA and proceed in on the ryann one arrival. At that point I turned direct to MVA and maintained 16650 calling ZOA 4 or 5 times with a request. It was my intention to request clearance to climb back to 17000 ft direct MVA, since that had been the previous clearance, and we were still over 100 mi from rno. ZOA never responded to our 4 or 5 xmissions requests, but all of a sudden called us and said that we had just nearly hit an aircraft. I, and another IFR pilot, never saw the other aircraft. We were totally taken by surprise as we were still inbound to MVA for the ryann one arrival per our clearance from ZOA, and within our clearance to descend from 17000 ft to 14000 ft.
Original NASA ASRS Text
Title: C90 FLT CREW ON DSCNT FOR RNO AT 16650 FT IS INFORMED BY ATC OF CONFLICT WITH ANOTHER ACFT WHICH WAS NOT OBSERVED.
Narrative: I WAS APCHING MVA AT 17000 FT, AND GIVEN CLRNC TO RNO VIA THE RYANN ONE ARR AT 17000 FT. I REQUESTED FROM ZOA DIRECT TO YERIN INTXN, AND THEY GRANTED DIRECT YERIN AND DSND TO 14000 FT. I BEGAN A GRADUAL DSCNT, AND UPON REACHING 16650 FT ZOA CALLED ME BACK AND SAID THAT THIS WAS NOT GOING TO WORK, TURN R DIRECT MVA AND PROCEED IN ON THE RYANN ONE ARR. AT THAT POINT I TURNED DIRECT TO MVA AND MAINTAINED 16650 CALLING ZOA 4 OR 5 TIMES WITH A REQUEST. IT WAS MY INTENTION TO REQUEST CLRNC TO CLB BACK TO 17000 FT DIRECT MVA, SINCE THAT HAD BEEN THE PREVIOUS CLRNC, AND WE WERE STILL OVER 100 MI FROM RNO. ZOA NEVER RESPONDED TO OUR 4 OR 5 XMISSIONS REQUESTS, BUT ALL OF A SUDDEN CALLED US AND SAID THAT WE HAD JUST NEARLY HIT AN ACFT. I, AND ANOTHER IFR PLT, NEVER SAW THE OTHER ACFT. WE WERE TOTALLY TAKEN BY SURPRISE AS WE WERE STILL INBOUND TO MVA FOR THE RYANN ONE ARR PER OUR CLRNC FROM ZOA, AND WITHIN OUR CLRNC TO DSND FROM 17000 FT TO 14000 FT.
