Narrative:
Inadequate scanning of the climb rate of one exceptionally slow clber caused me to turn one aircraft too close to another. One was climbing, one was descending, and the clber was a very slow clber (200-300/FPM). Supplemental information from acn 638270: aircraft #1 was climbing slowly and rate was insufficient to top aircraft #2. Aircraft #2 was turned and descended to miss. Descent rate was insufficient.

Title: ZID DEVELOPMENTAL CTLR FAILS TO RECOGNIZE SLOW CLB RATE OF ONE ACFT RESULTING IN A LOSS OF SEPARATION AT FL215.
Narrative: INADEQUATE SCANNING OF THE CLB RATE OF ONE EXCEPTIONALLY SLOW CLBER CAUSED ME TO TURN ONE ACFT TOO CLOSE TO ANOTHER. ONE WAS CLBING, ONE WAS DSNDING, AND THE CLBER WAS A VERY SLOW CLBER (200-300/FPM). SUPPLEMENTAL INFO FROM ACN 638270: ACFT #1 WAS CLBING SLOWLY AND RATE WAS INSUFFICIENT TO TOP ACFT #2. ACFT #2 WAS TURNED AND DSNDED TO MISS. DSCNT RATE WAS INSUFFICIENT.
