Narrative:
Inbound to pia, ATIS reported 900 ft ceiling, 15 KT crosswind, ILS runway 13 in use, ILS runway 4 OTS. Switching to tower at OM, tower asked if we would like a circle-to-land and reported new winds of 25 KTS gusting to 30 KTS. I replied, 'we need 1000 ft to circle, and requested winds again. Winds were same, but we had runway in sight and still above 1000 ft AGL so I requested a visual to another runway. Tower replied he could not issue visual because WX was below his minimums. I asked captain what do you want to do: he replied IM landing. I hurried through before landing checklist and again stated, 'you have a 22 KT tailwind.' his reply was 'landing.' we landed without incident. The company flight behind us diverted. I still feel safety was jeopardized and this problem needs attention. Other contributing factors were not being configured prior to FAF kept me busy configuring, running checklist, and discussing with tower and captain about options when I should have been adamant on a go around. 'Ln' 4 should read, '25 KTS gusting to 30 KTS from 300 degrees (tailwind).

Title: CAPT OF EMJ CONTINUES AN ILS APCH TO PIA WITH EXCESSIVE TAILWINDS DESPITE PROMPTING OF ANOTHER RWY USE BY FO ON FINAL APCH.
Narrative: INBOUND TO PIA, ATIS RPTED 900 FT CEILING, 15 KT XWIND, ILS RWY 13 IN USE, ILS RWY 4 OTS. WINDS WERE SAME, BUT WE HAD RWY IN SIGHT AND STILL ABOVE 1000 FT AGL SO I REQUESTED A VISUAL TO ANOTHER RWY. TWR REPLIED HE COULD NOT ISSUE VISUAL BECAUSE WX WAS BELOW HIS MINIMUMS. I ASKED CAPT WHAT DO YOU WANT TO DO: HE REPLIED IM LNDG. I HURRIED THROUGH BEFORE LNDG CHKLIST AND AGAIN STATED, 'YOU HAVE A 22 KT TAILWIND.' HIS REPLY WAS 'LNDG.' WE LANDED WITHOUT INCIDENT.
