Narrative:
I was assigned to aircraft X to perform ETOPS #1 inspection and ps check. Found per inspection the right overwing middle emergency light assembly with a bulb inoperative. Close to departure time, I was still unable to get to the assembly due to loading equipment in the way of the lift to get up. Supervisor told me to write it up and he would take care of it.

Title: A B767-300ER WAS DISPATCHED WITH THE R OVERWING MIDDLE EMER LIGHT WITH 1 BULB INOP. SUPVR SIGNED OFF AS REPAIRED.
Narrative: I WAS ASSIGNED TO ACFT X TO PERFORM ETOPS #1 INSPECTION AND PS CHK. FOUND PER INSPECTION THE R OVERWING MIDDLE EMER LIGHT ASSEMBLY WITH A BULB INOP. CLOSE TO DEP TIME, I WAS STILL UNABLE TO GET TO THE ASSEMBLY DUE TO LOADING EQUIP IN THE WAY OF THE LIFT TO GET UP. SUPVR TOLD ME TO WRITE IT UP AND HE WOULD TAKE CARE OF IT.
