Narrative:
The regional jet departed toronto (ont) vice swbound over jamestown (jhw) VOR destined to philadelphia; climbing to FL230. The airbus had departed buffalo; ny; via over jamestown destined to charlotte; nc; climbing to FL220. It was observed via the radar that the regional jet was not climbing at a rate to ensure vertical separation with the airbus. Control instructions were issued to the regional jet to expedite his climb and the airbus was stopped at FL210. The regional jet was again issued a climb to FL250 and told to expedite through FL230. Conflict alert activated. Reports were obtained from each pilot. Pilot reports indicated that 1500 ft vertical separation was obtained. Contributing factors: I was instructed to rerte cleveland arrs vice new routing from flow control. Other aircraft were descending into the sector due to high winds and turbulence above; and the noise level in the area was above normal due to extra staffing initiatives. Increased traffic load added to workload in managing a complex ATC sector.

Title: ZOB CTLR EXPERIENCED OPERROR AT FL220 WHEN CARJ'S CLB RATE FAILED TO CLR CONFLICTING TFC.
Narrative: THE REGIONAL JET DEPARTED TORONTO (ONT) VICE SWBOUND OVER JAMESTOWN (JHW) VOR DESTINED TO PHILADELPHIA; CLBING TO FL230. THE AIRBUS HAD DEPARTED BUFFALO; NY; VIA OVER JAMESTOWN DESTINED TO CHARLOTTE; NC; CLBING TO FL220. IT WAS OBSERVED VIA THE RADAR THAT THE REGIONAL JET WAS NOT CLBING AT A RATE TO ENSURE VERT SEPARATION WITH THE AIRBUS. CTL INSTRUCTIONS WERE ISSUED TO THE REGIONAL JET TO EXPEDITE HIS CLB AND THE AIRBUS WAS STOPPED AT FL210. THE REGIONAL JET WAS AGAIN ISSUED A CLB TO FL250 AND TOLD TO EXPEDITE THROUGH FL230. CONFLICT ALERT ACTIVATED. RPTS WERE OBTAINED FROM EACH PLT. PLT RPTS INDICATED THAT 1500 FT VERT SEPARATION WAS OBTAINED. CONTRIBUTING FACTORS: I WAS INSTRUCTED TO RERTE CLEVELAND ARRS VICE NEW ROUTING FROM FLOW CTL. OTHER ACFT WERE DSNDING INTO THE SECTOR DUE TO HIGH WINDS AND TURB ABOVE; AND THE NOISE LEVEL IN THE AREA WAS ABOVE NORMAL DUE TO EXTRA STAFFING INITIATIVES. INCREASED TFC LOAD ADDED TO WORKLOAD IN MANAGING A COMPLEX ATC SECTOR.
