Narrative:
While working the north high position; I was informed by north arrival that air carrier X was exiting the bunts holding pattern airspace and was not in radio contact with phl. I observed air carrier X continue to a point approximately 10 mi east of the holding pattern protected airspace before turning back toward the pattern and descending from 13000 ft. Air carrier X was approximately 7 mi from aircraft X; a C56X on the jaike STAR to teb at the closest point. During the next 5 mins; I also observed air carrier Y (a CRJ2) and air carrier Y (type unknown) leave the holding pattern and enter my airspace without prior coordination. Fortunately; my position was not busy during these occurrences as these aircraft would have created an imminent situation involving aircraft departing phl over the dtw departure fix; and aircraft on the jaike STAR. Supplemental information from acn 661390: several aircraft were allowed to stray out of the bunts holding pattern airspace. To the best of my knowledge; no coordination was made between ZNY and phl. The aircraft (which were under the control of ZNY) were allowed to leave the holding pattern airspace; enter another facility airspace and were then descended in phl airspace -- all without coordination. I pointed the straying traffic to our north high position. I am unsure how close these straying aircraft came to other aircraft in our airspace.

Title: 3 PHL CTLRS WITNESS OPDEV AS ZNY HOLDING ACFT ENTER PHL AIRSPACE WITHOUT COORD.
Narrative: WHILE WORKING THE N HIGH POS; I WAS INFORMED BY N ARR THAT ACR X WAS EXITING THE BUNTS HOLDING PATTERN AIRSPACE AND WAS NOT IN RADIO CONTACT WITH PHL. I OBSERVED ACR X CONTINUE TO A POINT APPROX 10 MI E OF THE HOLDING PATTERN PROTECTED AIRSPACE BEFORE TURNING BACK TOWARD THE PATTERN AND DSNDING FROM 13000 FT. ACR X WAS APPROX 7 MI FROM ACFT X; A C56X ON THE JAIKE STAR TO TEB AT THE CLOSEST POINT. DURING THE NEXT 5 MINS; I ALSO OBSERVED ACR Y (A CRJ2) AND ACR Y (TYPE UNKNOWN) LEAVE THE HOLDING PATTERN AND ENTER MY AIRSPACE WITHOUT PRIOR COORD. FORTUNATELY; MY POS WAS NOT BUSY DURING THESE OCCURRENCES AS THESE ACFT WOULD HAVE CREATED AN IMMINENT SIT INVOLVING ACFT DEPARTING PHL OVER THE DTW DEP FIX; AND ACFT ON THE JAIKE STAR. SUPPLEMENTAL INFO FROM ACN 661390: SEVERAL ACFT WERE ALLOWED TO STRAY OUT OF THE BUNTS HOLDING PATTERN AIRSPACE. TO THE BEST OF MY KNOWLEDGE; NO COORD WAS MADE BTWN ZNY AND PHL. THE ACFT (WHICH WERE UNDER THE CTL OF ZNY) WERE ALLOWED TO LEAVE THE HOLDING PATTERN AIRSPACE; ENTER ANOTHER FACILITY AIRSPACE AND WERE THEN DSNDED IN PHL AIRSPACE -- ALL WITHOUT COORD. I POINTED THE STRAYING TFC TO OUR N HIGH POS. I AM UNSURE HOW CLOSE THESE STRAYING ACFT CAME TO OTHER ACFT IN OUR AIRSPACE.
