Narrative:
Aircraft #1 was at FL390 and issued a clearance to FL370. Aircraft #2 was 3 mi north of aircraft #1 at FL380. Aircraft #1 was eastbound. Aircraft #2 was wbound. I attempted to stop aircraft #1 at FL390; however; aircraft #1 had already descended and separation was lost.

Narrative: ACFT #1 WAS AT FL390 AND ISSUED A CLRNC TO FL370. ACFT #2 WAS 3 MI N OF ACFT #1 AT FL380. ACFT #1 WAS EBOUND. ACFT #2 WAS WBOUND. I ATTEMPTED TO STOP ACFT #1 AT FL390; HOWEVER; ACFT #1 HAD ALREADY DSNDED AND SEPARATION WAS LOST.
