Title: ZID CTLR EXPERIENCED OPERROR AT APPROX FL290 WHEN ONE ACFT REACTED TO AN ATC CLRNC ISSUED TO ANOTHER ACFT.
Narrative: ACFT #1 TOOK A DSCNT CLRNC FOR ANOTHER ACFT. SEPARATION WAS LOST WITH ACFT #2. CONFLICT ALERT ACTIVATED TOO LATE TO PROVIDE AN ACTUAL ALERT.
