Aircraft #1 departed pbi; west operation on tower assigned heading. Heading aimed aircraft at 1549 ft antennae. Aircraft leveled off at 1500 ft; aimed at antennae; not talking to me on radar. Aircraft came within 1 mi of antennae at 1500 ft. Supervisor notified.
