Narrative:
I was working hagerstown, WO6, ZDC, which is mostly a departure sector. Aircraft departing iad, bwi, dca and sattellites nwbnd are supposed to be separated and in trail by dulles departure before I work them. Dulles stopped two air carrier jets, an medium large transport Y in front of an large transport X, at 16000' for traffic. The two aircraft were 10 mi apart, the large transport X called on my frequency first. I asked his speed, he said 370 (KTS). I immediately told him, large transport X, to slow to 250 KTS. A quick call to dulles, I told departure controller to issue maximum forward speed to medium large transport Y and to climb him to 20000', expedite! Dulles called me back and said that he had already switched the aircraft (communications) to my frequency west/O the climb, but with maximum forward speed. When medium large transport Y checked on frequency, I re-emphasized maximum forward speed, climb and maintain FL200, expedite through 17000', report leaving 17000'. Vertical sep was attained at 5 mi. What a relief but for spacing into pit I still needed large transport X to remain at 250 KTS. I said, 'large transport X, say speed.' '370 KTS', he replied. 'I told you to reduce to 250 KTS!' 'your transmission was blocked and we never got it.' 'I was too busy separating you from your company traffic ahead of you!' next time I'll listen for the readback. Dulles controller did not ensure sep and dumped it on me! Later I called dulles and talked to controller. He was sorry.
