Narrative:
In the morning I was sent to the hangar to take a turnover to/from the previous shift on 2 aircraft. While getting a turnover and getting the mechanics set to work; the inspector told me that the base manager had signed off a block on work card. It was the only one left and of the 2 previous shift guys working; one was going on a road trip; the other was off duty at XA00. The inspector then informed me that no one could confirm that base manager had done the work or just wiped it. After the inspector asked what the story was the base manager told the inspector that you did not have to do the inspection because the winds never went over 50 KTS so he proceeded to then 'not applicable' (na) the block and sign off the logbook. There was about a 3 hour period where the work card was signed off and after that; it was na'ed. The logbook was signed off saying the work card was cleared and worked.

Title: AN EMB140 HAD A MAINT CHK JOB CARD BLOCK SIGNOFF BY A BASE MGR AS 'NOT APPLICABLE' WITH NO EXPLANATION OF SIGNOFF ON JOB CARD.
