Narrative:
B757 climbing off msp southeast towards dll. CRJ2 inbound to msp on bitlr arrival level at 10000 ft. I issued the B757 traffic 15 mi from the crj when the B757 was climbing well out of 9000 ft. Shortly after the B757 slowed the climb at about 10000 ft; an immediate climb and turn was issued. The CRJ2 was also issued a descent and turn by another controller. There was no loss of separation. Supplemental information from acn 671321: departure controller climbed B757 out of SID altitude of 7000 ft to 17000 ft on dll's SID. CRJ2 was on a bitlr STAR at 10000 ft. Controller of CRJ2 noticed B757 at 12 O'clock position; 5 mi at 10100 ft and showed level for 2 radar updates. A turn and traffic alert was given to CRJ2. No response. Another advisory and descent was given to CRJ2 and pilot advised traffic in sight and was in the turn. 2 reasons for the event: 1) new SID/STAR procedures right over the top of each other. 2) controller of B757 misjudged climb due to new procedure and the B757 leveled at 10000 ft to speed up.

Narrative: B757 CLBING OFF MSP SE TOWARDS DLL. CRJ2 INBOUND TO MSP ON BITLR ARR LEVEL AT 10000 FT. I ISSUED THE B757 TFC 15 MI FROM THE CRJ WHEN THE B757 WAS CLBING WELL OUT OF 9000 FT.
