Narrative:
On feb/sun/06 my lead mechanic asked me to check aircraft X; pilot write-up nose landing gear is leaking. Upon inspection; I found the nose landing gear door hydraulic actuator is leaking. I right&right'ed the nose landing gear door hydraulic actuator. Prior to that; I checked the general maintenance manual. If this item is not rii. In my understanding that this item is not rii. I asked my lead mechanic; shift supervisor and some of my fellow mechanics to doublechk if this item is an rii. Their answer is no. After I right&right'ed the nose landing gear door hydraulic actuator; I performed operations check and leak check in accordance with amm. I signed the logbook and called up maintenance control for the maintenance control number. Maintenance control gave me the control number. He did not ask me who signed the rii. Problem found during paperwork audit. Aircraft at that time had already returned to gate; due to door flutter/vibration. Problem: no inspector on shift at that time and missed communication. Corrective action -- always ask the inspector if this item is rii.

Title: A CRJ200 WAS DISPATCHED WITH THE NOSE LNDG GEAR DOOR ACTUATOR REPLACED BUT THE FAA REQUIRED INSPECTION NOT ACCOMPLISHED.
Narrative: ON FEB/SUN/06 MY LEAD MECH ASKED ME TO CHK ACFT X; PLT WRITE-UP NOSE LNDG GEAR IS LEAKING. UPON INSPECTION; I FOUND THE NOSE LNDG GEAR DOOR HYD ACTUATOR IS LEAKING. I R&R'ED THE NOSE LNDG GEAR DOOR HYD ACTUATOR. PRIOR TO THAT; I CHKED THE GENERAL MAINT MANUAL. IF THIS ITEM IS NOT RII. IN MY UNDERSTANDING THAT THIS ITEM IS NOT RII. I ASKED MY LEAD MECH; SHIFT SUPVR AND SOME OF MY FELLOW MECHS TO DOUBLECHK IF THIS ITEM IS AN RII. THEIR ANSWER IS NO. AFTER I R&R'ED THE NOSE LNDG GEAR DOOR HYD ACTUATOR; I PERFORMED OPS CHK AND LEAK CHK IN ACCORDANCE WITH AMM. I SIGNED THE LOGBOOK AND CALLED UP MAINT CTL FOR THE MAINT CTL NUMBER. MAINT CTL GAVE ME THE CTL NUMBER. HE DID NOT ASK ME WHO SIGNED THE RII. PROB FOUND DURING PAPERWORK AUDIT. ACFT AT THAT TIME HAD ALREADY RETURNED TO GATE; DUE TO DOOR FLUTTER/VIBRATION. PROB: NO INSPECTOR ON SHIFT AT THAT TIME AND MISSED COM. CORRECTIVE ACTION -- ALWAYS ASK THE INSPECTOR IF THIS ITEM IS RII.
