Narrative:
I was holding short of runway 14 at dts (uncontrolled field). Clearance and release had been obtained and I took the runway when another aircraft was on a 1/2 - 1 mi final. Confusion existed between my aircraft and eglin AFB controller. I checked visually for traffic and did not see the king air. The king air on final had canceled IFR but was still in and out of clouds. Dts is very busy and needs to be controled.

Title: KING AIR PLT HAS A RWY INCURSION AT AN UNCTLED ARPT DURING IFR CONDITIONS.
Narrative: I WAS HOLDING SHORT OF RWY 14 AT DTS (UNCTLED FIELD). CLRNC AND RELEASE HAD BEEN OBTAINED AND I TOOK THE RWY WHEN ANOTHER ACFT WAS ON A 1/2 - 1 MI FINAL. CONFUSION EXISTED BTWN MY ACFT AND EGLIN AFB CTLR. I CHKED VISUALLY FOR TFC AND DID NOT SEE THE KING AIR. THE KING AIR ON FINAL HAD CANCELED IFR BUT WAS STILL IN AND OUT OF CLOUDS. DTS IS VERY BUSY AND NEEDS TO BE CTLED.
