Narrative:
Air carrier Y was at FL320 requesting FL340. Air carrier Y was given clearance to FL340; which put air carrier X in conflict with air carrier Y. Supplemental information from acn 688571: requested climb to FL340 10-15 mins prior to event. Again; requested and received clearance to FL340. After confirming clearance; set climb on tri; turned off engine 'syc' and started climb in performance mode. As the aircraft started the climb; we received TA; looked at TCAS and saw target approximately 800 ft above our altitude and quickly leveled off where we then received the alert 'monitor vertical speed.' airbus passed over our aircraft by 800 ft. We told ATC we would stay at FL320. We then received clearance to maintain FL320. Airbus stated that they too received a TA. No other word concerning event was received from ATC.

Title: ZDC CTLR EXPERIENCED OPERROR AT FL320 WHEN ISSUING CLB CLRNC THROUGH OCCUPIED ALT.
Narrative: ACR Y WAS AT FL320 REQUESTING FL340. ACR Y WAS GIVEN CLRNC TO FL340; WHICH PUT ACR X IN CONFLICT WITH ACR Y. SUPPLEMENTAL INFO FROM ACN 688571: REQUESTED CLB TO FL340 10-15 MINS PRIOR TO EVENT. AGAIN; REQUESTED AND RECEIVED CLRNC TO FL340. AFTER CONFIRMING CLRNC; SET CLB ON TRI; TURNED OFF ENG 'SYC' AND STARTED CLB IN PERFORMANCE MODE. AS THE ACFT STARTED THE CLB; WE RECEIVED TA; LOOKED AT TCAS AND SAW TARGET APPROX 800 FT ABOVE OUR ALT AND QUICKLY LEVELED OFF WHERE WE THEN RECEIVED THE ALERT 'MONITOR VERT SPD.' AIRBUS PASSED OVER OUR ACFT BY 800 FT. WE TOLD ATC WE WOULD STAY AT FL320. WE THEN RECEIVED CLRNC TO MAINTAIN FL320. AIRBUS STATED THAT THEY TOO RECEIVED A TA. NO OTHER WORD CONCERNING EVENT WAS RECEIVED FROM ATC.
