Narrative:
The error occurred when I climbed aircraft #2 to FL270 with the intent to climb him to FL260. What caused me to do that is a mystery. I am a 19 yr fpl and this is my first error; so let me just tell you what was different that day compared to 19 yrs of air traffic. On my break prior to the error I found out my only nephew joined the military. I called him and tried in vain to change his mind. Next; at the time of the error the sector behind me was having frequency problems; a lot of yelling; a lot of panic. I was helpless to them but it was a distraction to me. This new area design left our sector close and noisy. So what caused me to make an error? Stress; distraction; shift work (I had been on a 'quick turn' and had taken sick leave at the end of my previous shift).

Title: ZMP CTLR EXPERIENCED OPERROR AT FL270 WHEN ISSUING CLB CLRNC TO OCCUPIED ALT.
Narrative: THE ERROR OCCURRED WHEN I CLBED ACFT #2 TO FL270 WITH THE INTENT TO CLB HIM TO FL260. WHAT CAUSED ME TO DO THAT IS A MYSTERY.
