Narrative:
Pulled in to the gate. Airstair would not move. Worked the issues and resolved by towing us to the gate. Passenger depart aircraft through gate while we were working the issue at the gate. Ramp refueled us without the gate connected to aircraft. The refueler was not aware of the rule; as it was discussed after the fact. If the ramp employees are not briefed on this requirement they should be.

Title: FUELER BEGINS FUELING ACFT AT GATE WITHOUT JETBRIDGE ATTACHED.
Narrative: PULLED IN TO THE GATE. AIRSTAIR WOULD NOT MOVE. WORKED THE ISSUES AND RESOLVED BY TOWING US TO THE GATE. PAX DEPART ACFT THROUGH GATE WHILE WE WERE WORKING THE ISSUE AT THE GATE. RAMP REFUELED US WITHOUT THE GATE CONNECTED TO ACFT. THE REFUELER WAS NOT AWARE OF THE RULE; AS IT WAS DISCUSSED AFTER THE FACT. IF THE RAMP EMPLOYEES ARE NOT BRIEFED ON THIS REQUIREMENT THEY SHOULD BE.
