Narrative:

During vectors for ILS; I (PF) called for flaps 8 degrees. Upon selection to 8 degrees; a flaps fail caution appeared and the flaps failed at 0 degrees. We ran the QRH and received vectors. We conferred with dispatch and agreed to land at ZZZ. I elected to declare an emergency and we were vectored for a visual. I was surprised at ATC and the number of aircraft in front of us. The most surprising was tower departing an aircraft in front of us while we were inside of a 3 mi final. We landed uneventfully with gusty winds and equipment standing by. We did not have a lot of extra gas in this situation and I felt a little rushed because of this.

Narrative: DURING VECTORS FOR ILS; I (PF) CALLED FOR FLAPS 8 DEGS. UPON SELECTION TO 8 DEGS; A FLAPS FAIL CAUTION APPEARED AND THE FLAPS FAILED AT 0 DEGS. WE RAN THE QRH AND RECEIVED VECTORS. WE CONFERRED WITH DISPATCH AND AGREED TO LAND AT ZZZ. I ELECTED TO DECLARE AN EMER AND WE WERE VECTORED FOR A VISUAL. I WAS SURPRISED AT ATC AND THE NUMBER OF ACFT IN FRONT OF US. THE MOST SURPRISING WAS TWR DEPARTING AN ACFT IN FRONT OF US WHILE WE WERE INSIDE OF A 3 MI FINAL. WE LANDED UNEVENTFULLY WITH GUSTY WINDS AND EQUIP STANDING BY. WE DID NOT HAVE A LOT OF EXTRA GAS IN THIS SITUATION AND I FELT A LITTLE RUSHED BECAUSE OF THIS.
