Narrative:
Aircraft #2 at FL280 was going direct enw and was a slow moving aircraft. Aircraft #1 was air carrier X at FL320 going to ord. I descended air carrier X to FL290 and issued a speed of 310 KTS. The aircraft read back FL190 and 310 KTS and descended through the aircraft at FL280.

Title: ZAU CTLR HAD AN OPERROR AT FL280 WHEN INCORRECT READBACK WAS MISSED AND ACFT DSNDED THROUGH OCCUPIED ALT.
Narrative: ACFT #2 AT FL280 WAS GOING DIRECT ENW AND WAS A SLOW MOVING ACFT. ACFT #1 WAS ACR X AT FL320 GOING TO ORD. I DSNDED ACR X TO FL290 AND ISSUED A SPD OF 310 KTS. THE ACFT READ BACK FL190 AND 310 KTS AND DSNDED THROUGH THE ACFT AT FL280.
