Narrative:
Prior to bairn intersection at 8000 ft cruise; ZMA issued instructions to descend and cross bairn intersection 5000 ft. My aircraft has traffic display -- ahead approximately 2 mi or less there were 2 aircraft; below of which one was 6000 ft and other 5000 ft. I was concerned about descending through the 6000 ft aircraft altitude and was concerned ATC did not issue any warnings or information of those 2 aircraft. I delay the descent but started down in time to cross bairn intersection at 5000 ft. 1 mi prior to bairn intersection the controller ask our altitude. I advised I was leaving 6000 ft for 5000 ft. The controller stated twice in conversation he 'held me over bairn intersection.' I advised; 'no; I am 1 mi south of bairn. I have 2 GPS; one 'waas' capable.' I questioned the 2 aircraft just ahead; at which time the controller advised we were behind them (approximately 2 mi). There was no conflicts; just very busy time for the controller. I believe he was behind on workload and aircraft separation.

Title: PA28 PLT ENCOUNTERS TFC DURING IFR FLT. BELIEVES ATC WAS CONFUSED AS TO HIS LOCATION RELATIVE TO THE TFC.
Narrative: PRIOR TO BAIRN INTXN AT 8000 FT CRUISE; ZMA ISSUED INSTRUCTIONS TO DSND AND CROSS BAIRN INTXN 5000 FT. MY ACFT HAS TFC DISPLAY -- AHEAD APPROX 2 MI OR LESS THERE WERE 2 ACFT; BELOW OF WHICH ONE WAS 6000 FT AND OTHER 5000 FT. I WAS CONCERNED ABOUT DSNDING THROUGH THE 6000 FT ACFT ALT AND WAS CONCERNED ATC DID NOT ISSUE ANY WARNINGS OR INFO OF THOSE 2 ACFT. I DELAY THE DSCNT BUT STARTED DOWN IN TIME TO CROSS BAIRN INTXN AT 5000 FT. 1 MI PRIOR TO BAIRN INTXN THE CTLR ASK OUR ALT. I ADVISED I WAS LEAVING 6000 FT FOR 5000 FT. THE CTLR STATED TWICE IN CONVERSATION HE 'HELD ME OVER BAIRN INTXN.' I ADVISED; 'NO; I AM 1 MI S OF BAIRN. I HAVE 2 GPS; ONE 'WAAS' CAPABLE.'
