Narrative:
On takeoff above 85 KTS; left engine bleed off light and EICAS message illuminated. Continued takeoff and once clear of airport terminal area made contact with dispatch and a 3-WAY communication with technician. Technician recommended reinstating left engine bleed. After careful consideration and discussion; both first officer's reinstated left engine bleed. Shortly after reinstating left engine bleed; 'left engine bleed light' and 'left engine bleed off EICAS' message illuminated. Followed aircraft QRH procedure and referenced aircraft MEL. Technician suggested 'left engine hpsov' was inoperative. After discussion with dispatch and chief pilot on duty; due to existing thunderstorms and forecast WX conditions along our planned route of flight; and direct impact aircraft anti-ice system declared an emergency with ZZZZ center and ZZZ ATC. Landed ZZZ overweight aircraft weight was 220300 pounds. After smooth landing flaps 25 degrees and no automatic-brakes stopped on runway while airport crash fire rescue equipment equipment inspected aircraft. Crash fire rescue equipment stated brakes cool by infrared detection. Given all clear by crash fire rescue equipment chief; flight uneventfully proceeded on to gate. Wheels chocked at gate released crash fire rescue equipment equipment and terminated emergency with ZZZ tower.
