Narrative:

At approximately XA10; a cargo smoke warning occurred. After identing the message; the captain called for cargo smoke memory items per aom procedures. The cargo extinguisher was activated by the captain and the first officer completed the QRH items then called the flight attendant via interphone to check the aft cabin. The flight attendant returned shortly after; and claimed that there was smoke around her jumpseat. During this conversation with the first officer; the captain declared an emergency. The crew was advised by ATC to squawk 7500 for identify. At this time; the first officer notices smoke in the cockpit floor and initiates emergency descent and turns toward approximately 030 degree bearing. Smoke verified by additional crew member. Captain then makes a PA to inform passenger of situation and briefs the flight attendant of situation and advises her to prepare for possible emergency evacuate/evacuation. Captain notices increase in cockpit smoke at about 5000 ft on right base to runway 6. At this time; due to a continuous cargo smoke message and increase in smoke; the decision was made by the crew to expedite landing by increasing airspeed. At 3000 ft the first officer dumps the cabin to clear cockpit smoke and advised additional crew member to vent cockpit via overhead escape hatch. Tower clears the aircraft to land runway 24. The captain then advises that he would like runway 6 to expedite landing as winds were reported 280 degrees at 8 KTS. The tower reclred aircraft to land runway 6. Crash fire rescue equipment was requested to stand by by the captain. The smoke begins to clear and the first officer slows to gear and flap speed. First officer lowers gear and the captain selects flaps on speed. On rollout; smoke is almost gone. The aircraft is parked on the runway and secured per procedures. Due to the fact that evidence of smoke and fire is gone; the captain then orders an orderly deplanement through the main cabin door via use of the stairs. At this time; the additional crew member is ordered to leave first and the passenger to follow along with the flight attendant. Passenger escorted to safe position at runway edge and supervised by additional crew member and flight attendant. Captain and first officer secure aircraft and captain checks cabin area and confirms clear. Cargo smoke annunciator remained illuminated until all power removed from aircraft and at no time during the event did the light extinguish.

THE FLT ATTENDANT RETURNED SHORTLY AFTER; AND CLAIMED THAT THERE WAS SMOKE AROUND HER JUMPSEAT. DURING THIS CONVERSATION WITH THE FO; THE CAPT DECLARED AN EMER. THE CREW WAS ADVISED BY ATC TO SQUAWK 7500 FOR IDENT. AT THIS TIME; THE FO NOTICES SMOKE IN THE COCKPIT FLOOR AND INITIATES EMER DSCNT AND TURNS TOWARD APPROX 030 DEG BEARING. SMOKE VERIFIED BY ADDITIONAL CREW MEMBER. CAPT THEN MAKES A PA TO INFORM PAX OF SITUATION AND BRIEFS THE FLT ATTENDANT OF SITUATION AND ADVISES HER TO PREPARE FOR POSSIBLE EMER EVAC. CAPT NOTICES INCREASE IN COCKPIT SMOKE AT ABOUT 5000 FT ON R BASE TO RWY 6. AT THIS TIME; DUE TO A CONTINUOUS CARGO SMOKE MESSAGE AND INCREASE IN SMOKE; THE DECISION WAS MADE BY THE CREW TO EXPEDITE LNDG BY INCREASING AIRSPD. AT 3000 FT THE FO DUMPS THE CABIN TO CLR COCKPIT SMOKE AND ADVISED ADDITIONAL CREW MEMBER TO VENT COCKPIT VIA OVERHEAD ESCAPE HATCH. TWR CLRS THE ACFT TO LAND RWY 24. THE CAPT THEN ADVISES THAT HE WOULD LIKE RWY 6 TO EXPEDITE LNDG AS WINDS WERE RPTED 280 DEGS AT 8 KTS. THE TWR RECLRED ACFT TO LAND RWY 6. CFR WAS REQUESTED TO STAND BY BY THE CAPT. THE SMOKE BEGINS TO CLR AND THE FO SLOWS TO GEAR AND FLAP SPD. FO LOWERS GEAR AND THE CAPT SELECTS FLAPS ON SPD. ON ROLLOUT; SMOKE IS ALMOST GONE. THE ACFT IS PARKED ON THE RWY AND SECURED PER PROCS. DUE TO THE FACT THAT EVIDENCE OF SMOKE AND FIRE IS GONE; THE CAPT THEN ORDERS AN ORDERLY DEPLANEMENT THROUGH THE MAIN CABIN DOOR VIA USE OF THE STAIRS. AT THIS TIME; THE ADDITIONAL CREW MEMBER IS ORDERED TO LEAVE FIRST AND THE PAX TO FOLLOW ALONG WITH THE FLT ATTENDANT. PAX ESCORTED TO SAFE POS AT RWY EDGE AND SUPERVISED BY ADDITIONAL CREW MEMBER AND FLT ATTENDANT. CAPT AND FO SECURE ACFT AND CAPT CHKS CABIN AREA AND CONFIRMS CLR. CARGO SMOKE ANNUNCIATOR REMAINED ILLUMINATED UNTIL ALL PWR REMOVED FROM ACFT AND AT NO TIME DURING THE EVENT DID THE LIGHT EXTINGUISH.
