Narrative:
While training; ZNY called to appreq a non standard arrival route and altitude for a GLF5 going to dov AFB. I told the trainee that he could approve the route. The GLF5 was handed off to us at 14000 ft descending to 11000 ft routed via dqo V29 eno dov (sbound). We handed the GLF5 off to south departure descending to 6000 ft instructing the pilot to use a good rate of descent for traffic that was further south; northbound turning eastbound 10000 ft descending to 6000 ft. The south departure controller had traffic dqo V166 (wbound) at 10000 ft that we did not know about. I instructed the trainee to turn the GLF5 and then showed the south departure controller the traffic; and he also turned his traffic. Supplemental information from acn 696072: ZNY requested a nonstandard routing for an aircraft; landing dov. I was told by my instructor to accept the handoff. I then was told to descend the aircraft to 6000 ft; flash to sdr/sh/dqo and point out to 'sa.' this was accomplished. I did not observed that 'sh' had an aircraft at 10000 ft wbound until I issued control instructions to my aircraft to maintain separation.

Title: A CTLR EXPERIENCED OPERROR AT 10000 FT WHEN NON STANDARD ROUTING OF ACFT WAS APPROVED AND CONFLICTING ACFT NOT OBSERVED.
Narrative: WHILE TRAINING; ZNY CALLED TO APPREQ A NON STANDARD ARR RTE AND ALT FOR A GLF5 GOING TO DOV AFB. I TOLD THE TRAINEE THAT HE COULD APPROVE THE RTE. THE GLF5 WAS HANDED OFF TO US AT 14000 FT DSNDING TO 11000 FT ROUTED VIA DQO V29 ENO DOV (SBOUND). WE HANDED THE GLF5 OFF TO S DEP DSNDING TO 6000 FT INSTRUCTING THE PLT TO USE A GOOD RATE OF DSCNT FOR TFC THAT WAS FURTHER S; NBOUND TURNING EBOUND 10000 FT DSNDING TO 6000 FT. THE S DEP CTLR HAD TFC DQO V166 (WBOUND) AT 10000 FT THAT WE DID NOT KNOW ABOUT. I INSTRUCTED THE TRAINEE TO TURN THE GLF5 AND THEN SHOWED THE S DEP CTLR THE TFC; AND HE ALSO TURNED HIS TFC. SUPPLEMENTAL INFO FROM ACN 696072: ZNY REQUESTED A NONSTANDARD ROUTING FOR AN ACFT; LNDG DOV. I WAS TOLD BY MY INSTRUCTOR TO ACCEPT THE HDOF. I THEN WAS TOLD TO DSND THE ACFT TO 6000 FT; FLASH TO SDR/SH/DQO AND POINT OUT TO 'SA.' THIS WAS ACCOMPLISHED. I DID NOT OBSERVED THAT 'SH' HAD AN ACFT AT 10000 FT WBOUND UNTIL I ISSUED CTL INSTRUCTIONS TO MY ACFT TO MAINTAIN SEPARATION.
