Narrative:
On a visual approach to charleston; sc; runway 21; first officer flying; cleared to land. On short final; the first officer announced 'where's that guy going?' and pointed out a beech bonanza that had rolled past the hold short line for runway 21 on taxiway a. The bonanza was well beyond the hold short line for the runway; but was well clear of the runway edge and was stopped. Contributing to this incident were the placement of the hold short line on taxiway a; which is placed abnormally far from the edge of runway 21; and the quality of the controllers at chs; a mixed use facility. I have had several incidents at chs over the yrs due to controller ineptitude (vectors into severe WX; clearance to land with C-5's occupying the runway; etc). I believe that the tower personnel should have been aware of the bonanza's position on the aerodrome on a clear saturday afternoon; and should have addressed the issue long before we were virtually in the flare to land.

Title: CL65 CLRED BY ATC FOR RWY 21 AT CHS; OBSERVED BE35 ON TXWY A PASSED THE HOLD LINE BUT CLR OF EDGE LINE AND ELECTED TO LAND.
Narrative: ON A VISUAL APCH TO CHARLESTON; SC; RWY 21; FO FLYING; CLRED TO LAND. ON SHORT FINAL; THE FO ANNOUNCED 'WHERE'S THAT GUY GOING?' AND POINTED OUT A BEECH BONANZA THAT HAD ROLLED PAST THE HOLD SHORT LINE FOR RWY 21 ON TXWY A. THE BONANZA WAS WELL BEYOND THE HOLD SHORT LINE FOR THE RWY; BUT WAS WELL CLR OF THE RWY EDGE AND WAS STOPPED. CONTRIBUTING TO THIS INCIDENT WERE THE PLACEMENT OF THE HOLD SHORT LINE ON TXWY A; WHICH IS PLACED ABNORMALLY FAR FROM THE EDGE OF RWY 21; AND THE QUALITY OF THE CTLRS AT CHS; A MIXED USE FACILITY. I HAVE HAD SEVERAL INCIDENTS AT CHS OVER THE YRS DUE TO CTLR INEPTITUDE (VECTORS INTO SEVERE WX; CLRNC TO LAND WITH C-5'S OCCUPYING THE RWY; ETC). I BELIEVE THAT THE TWR PERSONNEL SHOULD HAVE BEEN AWARE OF THE BONANZA'S POS ON THE AERODROME ON A CLR SATURDAY AFTERNOON; AND SHOULD HAVE ADDRESSED THE ISSUE LONG BEFORE WE WERE VIRTUALLY IN THE FLARE TO LAND.
