During climb out; passing FL230; loud bang in the aircraft followed by left engine rolling back to windmill indications of 23% N2; 18% N1. All other engine indications were normal. Accomplished engine failure/in-flight shutdown checklist and returned to ZZZ. Accomplished an overweight landing at 135000 pounds. Crash fire rescue equipment reported no abnormal indications after landing. Taxied to ramp and deplaned.supplemental information from acn 698713: declared an emergency; ran the checklist and returned to the airport.
