Narrative:
I was working departure 3 at dfw TRACON. E170 took off runway 18L at dfw airport; assigned akuna 2 RNAV departure procedure. The procedure to climb straight-out to at or above 1080 then via 190 degree course to bpark waypoint. The E170 turned to the left; into an MD80; which had departed runway 17R. Although not confirmed; I suspect the E170 had the wrong runway information input into the FMS. Previously; the tower had a 'que' position which had the responsibility to ensure aircraft had the correct runway and departure procedure information. This position has been eliminated due to inadequate staffing in the tower. Controllers have expressed; to management; concerns that an incident of this nature was inevitable with the elimination of the 'que' position. Management's response was that it is pilot responsibility to ensure the correct information is input into the FMS. I feel had the 'que' position existed today; the incident would not occurred.

Title: D10 CTLR DESCRIBES CONFLICT WITH DEPS AND EXPRESSED CONCERN REGARDING THE ELIMINATION OF A TWR POS USED TO INSURE CORRECT RNAV DEP INFO.
Narrative: I WAS WORKING DEP 3 AT DFW TRACON. E170 TOOK OFF RWY 18L AT DFW ARPT; ASSIGNED AKUNA 2 RNAV DEP PROC. THE PROC TO CLB STRAIGHT-OUT TO AT OR ABOVE 1080 THEN VIA 190 DEG COURSE TO BPARK WAYPOINT. THE E170 TURNED TO THE L; INTO AN MD80; WHICH HAD DEPARTED RWY 17R. ALTHOUGH NOT CONFIRMED; I SUSPECT THE E170 HAD THE WRONG RWY INFO INPUT INTO THE FMS. PREVIOUSLY; THE TWR HAD A 'QUE' POS WHICH HAD THE RESPONSIBILITY TO ENSURE ACFT HAD THE CORRECT RWY AND DEP PROC INFO. THIS POS HAS BEEN ELIMINATED DUE TO INADEQUATE STAFFING IN THE TWR. CTLRS HAVE EXPRESSED; TO MGMNT; CONCERNS THAT AN INCIDENT OF THIS NATURE WAS INEVITABLE WITH THE ELIMINATION OF THE 'QUE' POS. MGMNT'S RESPONSE WAS THAT IT IS PLT RESPONSIBILITY TO ENSURE THE CORRECT INFO IS INPUT INTO THE FMS. I FEEL HAD THE 'QUE' POS EXISTED TODAY; THE INCIDENT WOULD NOT OCCURRED.
